Work Details

The selected vendor will be responsible for conducting various types of drug and alcohol tests as mandated by the Federal Motor Carrier Safety Administration and the Department of Transportation. The services include: - Pre-employment testing, which must be conducted before hiring or after an offer is made. - Post-accident testing for drivers involved in accidents that may have been influenced by their performance. - Reasonable suspicion testing based on observations by trained supervisors. - Random testing conducted unannounced before, during, or after safety-sensitive functions. - Follow-up testing as prescribed by a Substance Abuse Professional (SAP) after a positive result. - Return-to-duty testing after completing a program required by an SAP following a positive result. The vendor must conduct three types of tests: one compliant with the Knox County Schools (KCS) Drug Free Workplace policy, one compliant with DOT regulations, and one for alcohol presence via breath analysis. The KCS Drug Free Workplace 10-panel test must screen for substances including marijuana, cocaine, amphetamines, opioids, PCP, barbiturates, methadone metabolites, benzodiazepines, methaqualone, and propoxyphene metabolites.

Period of Performance

The contract will be issued for one year with the option to renew for up to four additional one-year periods upon mutual consent of both parties.

Place of Performance

Services will be performed at collection points located within Knox County, Tennessee.

Bidder Requirements

Bidders must demonstrate compliance with all applicable DOT requirements and HIPAA/HITECH guidelines. They must have collection points within Knox County and provide pricing for standard operational hours from 8:00 a.m. to 5:00 p.m., as well as outside these hours for specific testing scenarios. Vendors are required to submit documentation proving their qualifications and adherence to policies outlined in the KCS Drug Free Workplace Policy and DOT Drug Testing Policy.
