Background

The Department of General Services, Procurement Division (DGS-PD) of the State of California is issuing this Invitation For Bid (IFB) to establish a multi-year Statewide Contract for the provision of Pasta. This contract aims to supply various types of pasta to all State of California departments, ensuring compliance with state regulations and quality standards.

Work Details

The contract will cover the supply of various pasta products including Small Elbow Macaroni, Spaghetti, Tagliarini or Fettuccine, and Medium Egg Noodles. All pasta must meet specific quality requirements, including being made from semolina or a blend with durum flour. Certain products must contain at least 51% whole wheat. The anticipated spend for this contract is approximately $281,612.46 annually. The contract will be awarded on an 'All or None' basis to the lowest responsive and responsible bidder. The contractor must provide detailed product specifications, including packaging that ensures a minimum shelf life of 120 days post-delivery.

Period of Performance

The initial term of the contract is two (2) years, with two (2) optional one-year extensions available upon mutual agreement.

Place of Performance

Deliveries will be made statewide to various locations specified in individual purchase orders, which may include state institutions and facilities across California.

Bidder Requirements

Bidders must comply with specific certifications and requirements including holding a valid Seller’s Permit and providing customer references for similar work performed in the last five years valued at $50,000 or more. Additionally, bidders must adhere to food safety certification requirements. They must submit a completed Bidder Declaration Form and may need to provide a Manufacturer Agreement Letter if they are not the manufacturer.
