Background

The California Department of Corrections and Rehabilitation (CDCR) is issuing this Invitation for Bid (IFB) C5613146-D for Cremation Services. The goal of this contract is to provide comprehensive cremation services for deceased incarcerated individuals across various CDCR locations statewide. The contractor will be compensated based on rates specified in the Rate Sheet, which includes all necessary expenses related to the services provided.

Work Details

The Contractor shall provide the following services: 1. Removal of deceased bodies from the place of death or Coroner’s Office, including cold storage and a suitable cremation container. 2. Cremation services, including receiving, containerizing, and disposing of ashes. 3. Completion of death certificates and obtaining all necessary permits for cremation, interment, or scattering. 4. Collection of deceased bodies within 24 hours of notification from CDCR locations, seven days a week, including holidays. 5. Notification to CDCR if the body remains in cold storage beyond ten days and provision of proof for any additional cold storage costs incurred due to delays in removal. 6. Handling unclaimed cremated remains according to regulations by interring them at a licensed cemetery or scattering them as appropriate. The Contractor must also ensure compliance with all applicable federal, state, and local codes and regulations.

Period of Performance

The anticipated date for commencement of services is July 1, 2026, with a term end date of April 30, 2029.

Place of Performance

Services will be performed at various California Department of Corrections and Rehabilitation locations as identified in Exhibit E.

Bidder Requirements

Bidders must comply with the State’s twenty-five percent (25%) Small Business participation requirement as per Government Code 14838. Additionally, bidders must submit required documentation including a valid California business license, Funeral Directors License, Crematory License, and proof of insurance coverage as specified in the bid documents.
