Background

The Office of Exposition Park Management (OEPM) is seeking a highly qualified consultant or firm to provide comprehensive emergency planning, public safety coordination, operational preparedness, and incident management support services for Exposition Park. This initiative is in preparation for major events, emergencies, and all-hazard incidents, including significant gatherings such as the FIFA World Cup 2026 Fan Festival and the LA28 Olympic and Paralympic Games. The goal of this contract is to develop and implement actionable emergency preparedness frameworks that can be utilized by OEPM and its partners.

Work Details

The contractor will provide all labor, materials, equipment, transportation, and professional services necessary to develop a scalable emergency management framework. Key tasks include: - Assessing existing emergency management capabilities; - Developing Emergency Operations Plans (EOPs), Incident Action Plans (IAPs), and hazard-specific annexes; - Establishing operational coordination procedures; - Facilitating stakeholder meetings; - Conducting emergency preparedness workshops; - Supporting major event operational planning; - Providing post-event evaluations and After-Action Reports (AARs). The total cost of the contract shall not exceed $250,000 over two fiscal years.

Period of Performance

The contract is expected to begin upon approval from the Department of General Services (DGS) and will tentatively end on June 30, 2027.

Place of Performance

Services will be performed remotely or at the OEPM offices located at 700 Exposition Park Drive, Los Angeles, California 90037.

Bidder Requirements

Bidders must have at least three years of experience in providing similar services. They are required to submit a minimum of two references to validate their experience. Additionally, bidders must complete a Payee Data Record (Std. 204) and provide proof of insurance with their bid package. Bidders claiming Small Business or Disabled Veteran Business Enterprise status must include current certifications.
