The Federal Aviation Administration (FAA) is issuing this Request for Offers (RFO) for Stair Pressurization System Inspections and Testing at multiple FAA facilities in Alaska, in accordance with the Statement of Work (SOW). The technicians must be certified to work on the Stair Pressurization System equipment and components and any adjustments and repairs. See Sections H and L for key Personnel Requirements for details. There is NO set-aside for this requirement. Award will be made as a firm-fixed price contract, Base Year Plus 4 Option Years. Background The Federal Aviation Administration (FAA) is issuing this Request for Offers (RFO) for Stair Pressurization System Inspections and Testing at multiple FAA facilities in Alaska. The goal of the contract is to ensure compliance with applicable model building and national fire codes, as well as Occupational Safety and Health Administration (OSHA) regulations. The contract will be awarded as a firm-fixed price contract, covering a Base Year plus 4 Option Years. Work Details The Contractor must provide all personnel, transportation, salaries, insurance, equipment, materials, health and medical coverage, training, and services required to evaluate, test, adjust, inspect and certify existing stair pressurization systems (SPS) installed in FAA Air Traffic Control facilities. Key tasks include: - Conducting biannual testing at each facility approximately 6 months apart. - Performing annual inspections and operational testing according to NFPA 92A, ASHRAE standards, and applicable OSHA regulations. - Completing all FAA SPS Testing and Inspection Forms including door pull forces, fan RPM, flowrate, current draw. - Inspecting smoke management dampers and identifying any required repairs or maintenance issues. - Providing certification documents confirming compliance with applicable codes within 10 days following each site visit. - Coordinating with designated FAA personnel for scheduling site visits during normal business hours or off-peak hours as necessary. Bidder Requirements Offerors must have certified personnel with National Environmental Balancing Bureau (NEBB) certification to perform inspections and testing. A copy of the NEBB certification must be submitted prior to commencing work.
