Background The National Park Service (NPS), Northeast Region, New England Major Acquisition Buying Office, is issuing this Request for Proposal (RFP) for a construction requirement at Lowell National Historical Park in Massachusetts. The goal of the contract is to upgrade security systems across four park structures to enhance safety and monitoring capabilities. Work Details The work includes providing all labor, qualified supervision, materials, tools, equipment, supplies, and incidentals necessary for the following tasks: 1. Install a new park facility access and monitoring system at Boott Cotton Mill #6 (115 John Street) as per attached specifications (LOWE 314055). 2. Construct security and egress doors at the CH Mezzanine and Boott Mill #6 on floors 3 and 5 according to attached specifications (LOWE 335201). Additionally, there are option items including installing new access and monitoring systems at various locations such as Kirk Street Agent’s House, Morgan Cultural Center/Boarding House #7, Facilities Maintenance Building, and fiber optic cabling infrastructure upgrades. Period of Performance The contract performance period is from November 15, 2026 to December 31, 2027. Place of Performance The construction projects will be performed at Lowell National Historical Park located in Lowell, Massachusetts.
