Papago Archery Range Operator

Background

The City of Phoenix, through its Parks and Recreation Department, is seeking proposals for the operation and management of the Papago Archery Range located at the Papago Sports Complex. The goal is to engage a qualified contractor to provide archery programming activities, including introductory and instructional courses, while maintaining the facility. The contract will have an initial term of three years with options for extensions totaling up to ten years.

Work Details

The contractor will be responsible for: 1) Operating and managing the Papago Archery Range, including maintenance of archery materials and grounds; 2) Providing archery introduction classes and instructional sessions; 3) Ensuring safety management while on site; 4) Keeping at least five lanes open for public use; 5) Developing rules and safety guidelines in conjunction with the Parks Department; 6) Reporting incidents and enforcing range rules; 7) Hosting special events with prior approval from the Parks Department. The City will provide utilities, storage units, trash receptacles, and a liaison for coordination.

Period of Performance

The contract will commence on or about September 1, 2026, for an initial three-year term, with two one-year extension options and one additional five-year option, totaling a maximum of ten years.

Place of Performance

Papago Archery Range located at the Papago Sports Complex on the northwest corner of 64th Street and McDowell Road in Phoenix, AZ.

Bidder Requirements

Offerors must be non-profit organizations with a minimum of three years' experience in operating recreational facilities. They must also be National Field Archery Association (NFAA) certified. Additionally, Offerors must maintain their 501(c)(3) status throughout the contract duration.
