Background

The City of Avondale, through its Parks, Recreation, and Libraries Department, is seeking a licensed and qualified Contractor to provide aquatic monitoring, water quality testing, and vegetation control services. The goal of this contract is to ensure the maintenance and health of the city's lakes over a one-year period with four renewable one-year options.

Work Details

The Contractor will provide the following services: 1. **Aquatic Monitoring, Inspection, and Reporting**: Conduct routine water analysis monthly including pH, temperature, phosphates, ammonia; quarterly testing for dissolved oxygen; comprehensive quarterly testing for ammonia and metal content; Golden Algae monitoring twice a month from October to April with immediate reporting upon detection. 2. **Data Collection and Reporting**: Monthly executive summary reports detailing work performed and equipment conditions; submission of test results within 48 hours; initial service schedule within four days of award; on-site check-in logs with documentation. 3. **Service Frequency**: Summer (March–October) - two visits per week; Winter (November–February) - one visit per month. 4. **Aquatic Vegetation and Algae Control**: Routine treatment of cattails and bulrush bi-weekly in summer and monthly in winter; proactive measures to control algae growth using EPA-registered products. 5. **Equipment Inspection and Maintenance**: Regular inspection of aeration equipment at specified locations with reporting on deficiencies. 6. **Floating Debris and Trash Removal**: Removal of debris during each service visit ensuring lakes are free from visible debris.

Period of Performance

The contract will be performed over a period of one year with the possibility of four additional one-year renewals.

Place of Performance

Services will be conducted at various locations in Avondale, AZ including Alamar Park, Festival Field Lake, Friendship Park Lake, and Park Avenue Plaza.

Bidder Requirements

Contractors must be licensed pesticide applicators with certified applicators performing the services under the supervision of a qualified biologist. All products used must be EPA registered.
