Pittsburgh Bureau of Fire Engine - Aerial Apparatus

Background

The City of Pittsburgh, on behalf of the Equipment Leasing Authority (ELA), is seeking proposals for a custom, four-door, minimum 100-foot heavy-duty aerial ladder apparatus. This apparatus will be utilized by Truck Company crews to enhance fire service delivery in the City of Pittsburgh.

Work Details

The contractor is required to provide a four-door custom aerial ladder apparatus that meets or exceeds the specifications outlined in the RFP. Key requirements include: - The apparatus must be designed for severe service conditions and utilize high-quality materials and design practices to ensure performance, reliability, and safety. - Proposals should include detailed specifications covering vehicle weight, axle loading, estimated in-service weight, wheelbase, turning radius, compartment dimensions, engine specifications, and compliance with NFPA 1900 standards. - A bid bond of 5% of the total bid amount is required along with performance and payment bonds equal to 100% of the contract value. - Proposals must consider multiple unit purchase options and financing provisions for both five and seven-year terms. - The contractor must have an established reputation in fire apparatus construction with at least 30 years in business. - All components must comply with applicable regulations from governing agencies such as NFPA, OSHA, FMVSS, DOT, and PENNDOT.

Period of Performance

The contract will commence upon award in July 2026 and will include a delivery timeline that quantifies the completed apparatus build time.

Place of Performance

The apparatus will be delivered to the City of Pittsburgh's Vehicle Maintenance Facility located at 414 Grant Street, Pittsburgh PA 15219.

Bidder Requirements

Bidders must be manufacturers fully owned by U.S.-based companies. They must provide evidence of their ability to design and construct the specified apparatus without subcontracting key components. Additionally, bidders are required to maintain a factory service facility within a two-hour travel distance from Pittsburgh for warranty repairs.
