Land Use Model

Background

The Delaware Valley Regional Planning Commission (DVRPC) is issuing this Request for Information (RFI) to gather market information from qualified consultants regarding land use modeling platforms and services. The goal is to develop a land use model for the DVRPC region that can forecast population and employment growth, as well as housing and commercial development. This information will assist DVRPC in refining project requirements and evaluating available resources for future procurement opportunities. Responses to this RFI will not result in a contract award but will support DVRPC’s planning and decision-making process.

Work Details

Consultants are expected to provide information on their capabilities related to the development of a land use forecasting model that includes: - Forecasting total population, group quarters population, households by size, number of vehicles, number of workers, income categories, and employment by NAICS sector at the 2-digit level. - Generating forecasts at five-year or shorter intervals through at least a thirty-year horizon, extending to 2055. - Operating at the Census block group level or an alternative Census geography that aggregates cleanly to DVRPC's TAZ structure. - Simulating redevelopment and incorporating known or anticipated development activity. - Integrating with DVRPC's regional travel demand model (TDM) to support iterative feedback between land use and travel demand outputs. - Developing an online dashboard or visualization tool for presenting relevant data inputs and forecasting results. - Providing documentation of methodology, data sources, calibration procedures, and user guidance.

Period of Performance

The anticipated period of performance is one (1) to two (2) years, including up to one year for model development and additional time for staff training and knowledge transfer.

Place of Performance

The contract work will be performed in the Greater Philadelphia region, which spans Pennsylvania and New Jersey.

Bidder Requirements

No specific set-aside certifications or registrations are mentioned; however, bidders should demonstrate relevant experience in similar work and provide a description of their proposed modeling approach.
