Background

The City of Columbus is issuing a Universal Term Contract to procure thermoplastic marking materials specifically formulated for retroflective pavement markings on concrete and asphalt surfaces. The contract aims to ensure the availability of high-quality materials necessary for maintaining road safety and visibility. It will be effective until September 30, 2029.

Work Details

The successful bidder will provide approximately 500,000 pounds of thermoplastic pavement marking material in white and yellow colors, along with 50 gallons of primer suitable for use with these materials. Bidders must demonstrate experience in supplying similar materials and services over the past five years and provide references from at least four customers with contracts similar in scope and complexity. The thermoplastic material must meet specific performance standards, including a softening point of not less than 190°F, specific gravity between 1.6 to 2.3, and compatibility with specified primers. The primer must be a one-part or two-part epoxy compatible with the thermoplastic material.

Period of Performance

The contract will be in effect from September 1, 2026, through September 30, 2029, with the possibility of a one-year extension subject to mutual agreement.

Place of Performance

Materials are to be delivered to the Division of Traffic Management at the Traffic Maintenance Shop located at 1820 E. 17th Avenue, Columbus, Ohio, 43219-1007.

Bidder Requirements

Bidders must submit documentation outlining their experience and warranty capabilities related to the specified materials. They are required to have valid contract compliance certification for any subcontractors used and must provide minimum order quantities and delivery lead times in their proposals.
