Background

Multnomah County is seeking vendors to conduct a financial and operational analysis of the impact of the Federally Qualified Health Center (FQHC) within its governmental structure. The Health Department has operated an FQHC for over 30 years, developing an integrated delivery system that targets the full continuum of community health needs. The goal of this contract is to provide support for the Community Health Center Board in assessments, planning, facilitation, training, and other activities related to health center governance.

Work Details

The contractor will perform the following work: 1. Provide board development and consultation to the Community Health Center Board, including assessments of operational performance and compliance, annual strategic planning support, training webinars for board members, and implementation support for board structure. 2. Consult on health center compliance with HRSA regulations and grant requirements, providing recommendations for best practices as needed. 3. Payment will be based on detailed invoices for work performed and travel expenses. Invoices must include specific details such as invoice number, vendor name, contract number, description of services delivered, units of measure, price per unit, and total amount.

Period of Performance

The contract will be for a period of three years with potential yearly extensions based on county approval. The total budget shall not exceed $245,000 over five years.

Bidder Requirements

Proposers must be legal entities registered to do business in Oregon and must provide verification that all insurance requirements are met. A completed Pre-Award Risk Assessment is required if federal funds are involved.
