Background

The City of South Salt Lake is seeking proposals from qualified consulting firms to prepare an updated Water Conservation Plan that is actionable, data-driven, and implementation-focused. This updated plan will build upon the City’s 2020 Water Conservation Plan and incorporate new strategies to improve water use efficiency, strengthen drought resilience, and reduce reliance on imported water supplies. The selected firm will collaborate closely with SSLC’s Engineering, Public Works, Communications, and Neighborhoods Departments.

Work Details

The scope of services includes: 1. Analysis of water use patterns and existing conditions; 2. Evaluation of existing conservation programs; 3. Establishment of updated water conservation goals aligned with state and regional targets; 4. Identification of strategies to reduce municipal and residential water demand; 5. Support for long-term water supply reliability and drought resilience; 6. Development of an implementation plan prioritizing conservation measures; 7. Monitoring, reporting, and plan maintenance framework; 8. Public engagement and education initiatives; 9. Collaboration on a Parks and Grounds Drought Response Plan. Deliverables include a Technical Memorandum, Draft Water Conservation Plan, Final Water Conservation Plan (implementation-ready), Demand Forecasting Model, Water Loss Audit and Recommendations, Conservation Program Portfolio with cost-benefit analysis, Implementation Roadmap and Schedule, Presentation materials for City staff and stakeholders, Drought Contingency Plan Recommendations.

Period of Performance

The contract will be performed from the date of award until June 30, 2028.

Place of Performance

The work will be performed in South Salt Lake City, Utah.

Bidder Requirements

Firms must submit a Statement of Qualifications (SOQ) including a fee schedule to provide the outlined engineering services. The SOQ must include a letter of introduction detailing the firm's expertise, a point of contact with relevant experience, descriptions of key personnel involved in the project, qualifications related to the scope of work, and consultant fees including hourly rates for team members.
