Magna City Feasibility Study

Background

Magna City is seeking proposals from qualified proposers to conduct a feasibility analysis regarding municipal services currently provided through the Greater Salt Lake Municipal Services District (MSD). The goal of this contract is to evaluate the revenues and expenses associated with these services and determine the most efficient means of providing them. This initiative aligns with the City's mission to enhance service delivery and fiscal sustainability.

Work Details

The scope of work includes: 1) Conducting a comprehensive feasibility study evaluating alternative models for municipal service provision, considering operational, fiscal, and administrative factors. 2) Identifying and evaluating all legally available municipal revenue sources and associated expenses under each service delivery alternative, including both recurring and non-recurring revenues. This includes an explicit analysis of legally available fees not currently charged by the City. 3) Analyzing multiple service delivery scenarios, including continued provision by MSD, direct provision by the City, and hybrid models involving interlocal agreements or third-party providers. 4) Identifying start-up, transition, operational, capital, and overhead costs for each scenario while assessing long-term fiscal sustainability over a minimum five-year horizon. 5) Evaluating legal, operational, financial, and governance risks associated with each option and developing mitigation strategies. 6) Preparing draft and final reports documenting findings, including an executive summary for public distribution, and presenting results at public meetings as requested.

Period of Performance

The contract will be performed within a timeframe that allows for completion no later than 90 days following the award of the contract.

Place of Performance

The work will primarily be conducted in Magna City and may involve interactions with stakeholders within the Greater Salt Lake Municipal Services District.

Bidder Requirements

Proposers must demonstrate relevant experience with municipal feasibility studies and public-sector service delivery. Proposals must include an introductory letter confirming understanding of procedures outlined in Magna City's Purchasing Policy, a detailed project approach including risk mitigation strategies, a timeline for project completion, a detailed fee proposal excluding cost-plus pricing structures, references for comparable projects, and disclosure of any potential conflicts of interest.
