Background

The City of South Salt Lake (SSL) is seeking to develop a comprehensive traffic circulation plan for its downtown area. This initiative aims to address the challenges posed by rapid urban growth and to create a cohesive transportation network that supports increased density near transit hubs. The project is essential for enhancing safety, efficiency, walkability, and economic resilience in the downtown area, ensuring that infrastructure can sustain long-term development while improving the live-work-play experience for residents and visitors.

Work Details

The selected consultant will create a Downtown Circulation and Transportation Master Plan that includes: 1. A multimodal approach with trip generation analysis and mixed-use mobility strategies. 2. Grid development focused on improving street connectivity. 3. Circulation and access management strategies to optimize traffic flow for all modes of transport including pedestrians, cyclists, transit users, and motorists. 4. Project development and prioritization to identify high-impact projects across transportation modes. 5. Gateway analysis for key intersections to recommend improvements for multimodal access. 6. Shared parking analysis to assess future requirements against existing supply levels. The consultant will also be responsible for stakeholder engagement, project management, establishing timelines, and facilitating presentations leading to the final adoption of the plan.

Period of Performance

The estimated timeline for this project is approximately 12 months from the start date.

Place of Performance

The project will be conducted in South Salt Lake City, Utah, specifically focusing on the downtown area bounded by State Street on the east and Interstate 15 (I-15) on the west.

Bidder Requirements

Proposers must demonstrate expertise in multimodal transportation and urban design with proven experience in planning circulation strategies for urban communities. Strong stakeholder management skills are required along with advanced technical proficiency in urban modeling and simulation. Proposals must include a detailed work plan, budget estimates covering all services specified including labor and materials, as well as references from previous relevant projects.
