Security Guard Services for University Housing and Residence Life

Background

The University of North Carolina at Wilmington (UNCW) is seeking proposals for security guard services to support its Office of Housing and Residence Life (HRL). The contract aims to enhance safety and security within the university's residential areas, with potential expansion to other campus locations as needed. The current security contract with Defender Services is set to expire on July 31, 2026, prompting this RFP to ensure continuity of services. The university anticipates the opening of a new dormitory in August 2027, which will require additional security personnel.

Work Details

The vendor will provide certified security guards for up to ten (10) guard posts, including a site manager and shift supervisors. Responsibilities include monitoring traffic in residence halls, enforcing policies, responding to emergencies, and providing information and assistance to residents. Specific duties include: - Staffing desk locations and conducting roving patrols. - Monitoring access control systems and responding to alarms. - Providing two cellular phones for communication purposes. - Supplying vehicles for movement between buildings as approved by the university. - Conducting background checks on all personnel at the vendor's expense. - Ensuring all guards are trained according to university standards before starting work. The minimum wage for guards must be at least $17 per hour.

Period of Performance

The contract will have an initial term of three (3) years starting from the date of award, with options for two (2) one-year extensions at the discretion of the state. Coverage is required year-round, with specific schedules outlined for academic breaks and special events.

Place of Performance

Services will be performed primarily at the University of North Carolina at Wilmington campus, specifically within residence halls and other designated areas as requested by HRL.

Bidder Requirements

Vendors must be capable of providing certified security personnel and comply with all relevant state regulations regarding background checks and employee qualifications. Vendors are required to submit proof of financial stability through a certification form. Additionally, all employees must undergo criminal background checks prior to assignment on campus.
