Background

The City of Raleigh, North Carolina, is seeking proposals for radio telemetry services for its EM Johnson Water Treatment Plant (EMJWTP) and Neuse River Resource Recovery Facility (NRRRF). The City aims to maintain a robust and reliable telemetry communications system across 118 Resource and Recovery Division sites, 49 Water Treatment Division sites, and 6 Flood Warning sites. This initiative aligns with the City’s mission to provide safe and sustainable water services while protecting public health and enhancing community vitality. The contract will be for an initial term of three years with an option to renew for two additional years.

Work Details

The contractor will provide labor, materials, and expenses necessary for the installation and maintenance of telemetry systems at specified sites. This includes: - Installation of antenna systems, radios, lightning protection, power surge protection, power supplies, power converters, relays, and fuses. - Conducting preventive maintenance annually at each site which includes detailed cable and antenna analyzer reports covering TDR, SWR, precision return loss, cable loss, reflected power readings, signal level documentation using radio diagnostics, UPS tests, physical inspections of grounds/connectors/cables at RTUs. - Quarterly preventive maintenance for Flood Warning Sites including silent siren operation tests and normal siren operation tests. - Emergency service response within 30 minutes of reported failures with a technician on-site within three hours. - Reporting field reports in a timely manner to the Remote Facilities Supervisors.

Period of Performance

The contract will commence upon award and is set for an initial term of three years with the possibility of two one-year extensions.

Place of Performance

Services will be performed at various locations including the EM Johnson Water Treatment Plant in Raleigh, NC; Neuse River Resource Recovery Facility; Resource Recovery Division sites; Water Treatment Division sites; and Flood Warning sites.

Bidder Requirements

Proposers must be properly licensed/certified by Federal or State authorities to perform the specified work. They must also demonstrate financial stability through recent financial statements or other evidence as required in the RFP.
