Background

The Town of Chapel Hill is soliciting bids for Janitorial Services at the Chapel Hill Police Department, as well as the Technology Services and Emergency Management offices. The goal of this contract is to ensure a clean and sanitary environment for town employees and community members who utilize these facilities. The Police Department operates 24 hours a day and serves both employees and the public, while the Technology Services and Emergency Management offices provide critical support functions.

Work Details

The contractor will provide comprehensive janitorial services five days a week between 6:15 P.M. and 2:00 A.M., excluding holidays. Specific tasks include: - Dusting ceiling vents, fans, light fixtures, and furniture. - Vacuuming carpeted areas and hard-floor surfaces. - Damp mopping hard floors with a neutral disinfectant cleaner. - Cleaning and disinfecting restrooms, including toilets, sinks, urinals, and showers. - Managing waste collection processes for trash and mixed recycling. - Using cleaning products certified by Green Seal or EPA's Safer Choice program. - Maintaining cleanliness in various areas including conference rooms, break rooms, locker rooms, and fitness areas. - Responding to service requests within 24 hours for any complaints or issues.

Period of Performance

The initial contract term will be for twelve (12) months from July 1, 2026, to June 30, 2027. There are options for two (2) one-year renewal periods upon mutual agreement.

Place of Performance

Services will be performed at the Chapel Hill Police Department located at 7300 Millhouse Rd Ste. 150, Chapel Hill, NC 27516; the Technology Solutions office at the same address; and the Emergency Management office also located at this address.

Bidder Requirements

Bidders must have been established in the commercial janitorial service contracting business for a minimum of three (3) years in North Carolina. All employees assigned to work at the site must complete fingerprint-based criminal background checks and North Carolina Division of Criminal Information Security Awareness Training prior to beginning work. The contractor must also maintain valid insurance coverage including Worker’s Compensation, Commercial General Liability, Business Auto Policy, and Professional Liability Insurance.
