Re-Bid Trash Service Spartanburg

Background

The South Carolina Department of Transportation (SCDOT) is issuing this solicitation for comprehensive trash removal and debris disposal services specifically for the Spartanburg Maintenance Facility and associated SCDOT locations. The goal of this contract is to ensure consistent, safe, and compliant removal of debris generated through routine maintenance operations and highway litter collection.

Work Details

The Contractor shall provide all necessary labor, equipment, containers, transportation, disposal services, and incidentals required for trash removal services. The specific services include: 1. **Containers and Service Frequency:** - **Thirty (30)-Yard Debris Container:** 1 unit, emptied once per week at I-85 South Bound, Mile Point-61.5. - **Eight (8)-Yard Debris Containers:** 3 units, emptied once per week; 2 at SCDOT Spartanburg Maintenance Facility (8890 Fairforest Road, Spartanburg, SC) and 1 at SCDOT Shep Office (1483 Freeman Farm Road, Greer, SC). - **Four (4)-Yard Debris Containers:** 3 units, emptied twice per month; locations include SCDOT Section Shed at 620 Fairview Road, Woodruff, SC; another Section Shed at 10 Pack Street, Campobello, SC; and one more at 8890 Fairforest Road. 2. **Operating Hours:** Services must be performed during normal operating hours from 8:00 AM to 3:30 PM Monday through Friday. 3. **Acceptable Materials:** Normal household debris, mattresses, and debris collected from the highway system are acceptable for disposal. All disposal must comply with applicable laws and regulations.

Period of Performance

The contract will commence on July 14, 2026, and will last for a period of five years until July 13, 2031.

Place of Performance

Services will be performed at various SCDOT locations including the Spartanburg Maintenance Facility located at 8890 Fairforest Road, Spartanburg, SC; Shep Office at 1483 Freeman Farm Road, Greer, SC; Section Shed at 620 Fairview Road, Woodruff, SC; and another Section Shed at 10 Pack Street, Campobello, SC.

Bidder Requirements

Bidders must have a state vendor number to submit an offer. Additionally, to qualify for preferences such as the Resident Contractor Preference or Resident Subcontractor Preference under South Carolina law (Section 11-35-1524), bidders must maintain an office in South Carolina and employ individuals domiciled in the state who will perform the services required by the solicitation.
