Background

The Tompkins County Department of Recycling & Materials Management (TCRMM) is responsible for the daily operation of the Recycling and Solid Waste Center, which was built in 1995. This facility allows for the disposal of solid wastes, recyclable materials, and organic and yard wastes from both commercial and residential sources. The County has allocated funding for capital infrastructure improvements at this facility.

Work Details

TCRMM is soliciting construction bids for the following services: 1) Replacement of the office vestibule; 2) Replacement of the gutter system; 3) Removal of roof vent fans; 4) Roof repairs. The work will be conducted at the Tompkins County Recycling & Solid Waste facility located at 160 Commercial Avenue, Ithaca, NY. The selected contractor will need to coordinate all work with TCRMM administration and ensure minimal disruption to public access during normal operating hours. Temporary fencing, barricades, or traffic control measures must be provided to maintain safety during construction. A work phasing plan must be submitted prior to construction commencement detailing how operations will accommodate facility use.

Period of Performance

The contract period shall be from September 15, 2026, to December 31, 2026.

Bidder Requirements

Bidders must hold a valid Certificate of Registration from the New York State Department of Labor (NYSDOL). Each bidder must submit a copy of their NYSDOL Certificate with their bid. Additionally, bidders are required to provide a performance bond and labor/material payment bonds for this project. Successful bidders must comply with all federal and state laws regarding sexual harassment prevention in the workplace and provide annual training to employees.
