The New York State Unified Court System (UCS), Office of Court Administration (OCA), is seeking sealed bids for an insurer for the UCS Group Vision Benefits Plan. This plan aims to provide vision benefits to judges, justices, management confidential and other unrepresented employees, retirees, and their dependents. The insurer will provide a fully insured product, assume financial risk, and pay all covered claims in exchange for a fixed monthly premium. Basic plan benefits costs will be employer-paid, while certain optional costs will be borne by the members.
The selected insurer will provide vision benefits as outlined in Exhibit B (Project Services), which includes: 1) A unified single tier plan covering all members under one contracted plan; 2) Claims processing performed in the contiguous United States; 3) Customer service availability from 8:00 AM to 8:00 PM Eastern on weekdays and 9:00 AM to 4:00 PM on Saturdays; 4) A dedicated account representative team; 5) Claims turnaround time within fourteen calendar days; 6) Eyewear return shipment within seven calendar days after order receipt; 7) Compliance with specific duties outlined in Section 5.2.4 (Implementation Plan); 8) Regular reporting requirements including monthly utilization reports and audit reports.
The estimated contract start date is March 1, 2027, with an initial contract term lasting until June 30, 2030. There is also an implementation period of at least ninety days prior to the start of project services.
The services will be performed primarily in the contiguous United States.
Bidders must be duly licensed insurers authorized to operate in New York State with at least three years of experience providing vision insurance services. They must demonstrate experience serving at least five hundred thousand covered lives and have a current client with at least one hundred thousand covered lives. Proposals must include documentation confirming business capability in New York State, a list of current clients with covered lives, audit reports or financial statements for the last three years, and compliance with all mandatory requirements outlined in Article II.
