The New York State Department of Agriculture and Markets is seeking proposals from eligible not-for-profit entities to administer the Animal Population Control Program as mandated by Agriculture and Markets Law section 117-a. Work Details

The Program Administrator will operate throughout New York State, excluding New York City. Responsibilities include soliciting and reviewing plans from qualified providers of low-cost spay-neuter programs, awarding grants for approved plans, monitoring provider performance, establishing reporting requirements, and submitting annual reports to state officials. Qualified providers may include counties, humane societies, animal protective associations, and 501(c)(3) not-for-profit corporations focused on animal rescue or adoption. The administrator must ensure statewide distribution of funds and evaluate providers based on their service methods, outreach plans, experience, cost-effectiveness, and community needs. The total funding available is estimated between $650,000 and $700,000 annually.

Period of Performance

The contract will have an initial term of five years with potential renewals subject to commissioner approval.

Services will be performed throughout New York State except for New York City.

Bidder Requirements

Eligible respondents must be not-for-profit entities such as humane societies or animal protective associations that are 501(c)(3) certified. There are specific goals for participation by Minority/Women-Owned Business Enterprises (15% each for MBE and WBE) and a goal of 6% for Service-Disabled Veteran-Owned Businesses (SDVOB). Respondents must document good faith efforts to meet these participation goals.
