Background The U.S. Navy is issuing this solicitation for the Design-Bid-Build (DBB) Phase III Groundwater Treatment Plant Construction at the Naval Weapons Industrial Reserve Plant (NWIRP) in Bethpage, New York. The project aims to address a plume of contaminated groundwater resulting from past activities at the NWIRP and Northrop Grumman properties. The contamination primarily consists of chlorinated volatile organic compounds (VOCs) such as trichloroethylene (TCE) and 1,4-dioxane.
