Background

The State of Iowa is seeking bidders to provide Water Treatment Chemicals and Services for the Capitol Complex. The goal is to maintain a high-quality chemical treatment and service program that ensures peak operating efficiencies while minimizing maintenance and equipment replacement. The service program aims to reduce corrosion, fouling, and biological growth in the steam and chilled water systems using safe application systems and environmentally friendly products. Bidders are required to supply all necessary chemicals, training, equipment, and testing supplies, including water sampling and analysis kits for various facilities within the Capitol Complex.

Work Details

The contractor will provide the following services and products: 1) Monthly Fee for Chemicals and Service; 2) Percentage Mark-Up on Contractor Cost of Chemicals; 3) Percentage Mark-Up on Contractor Cost of Equipment. The services will cover various equipment located at the Central Energy Plant, Historical Building, Oran Pape Building, Iowa Utilities Board, and Iowa Laboratory Facilities in Ankeny (Iowa Labs). All chemicals must be provided along with training for safe application.

Period of Performance

The contract term will begin on July 1, 2026, and end on June 30, 2027. The agency has the option to renew the contract for up to five (5) annual extensions under the same or more favorable terms.

Place of Performance

The services will be performed at multiple locations within the Capitol Complex in Des Moines, Iowa, including the Central Energy Plant, Historical Building, Oran Pape Building, Iowa Utilities Board, and Iowa Laboratory Facilities in Ankeny.

Bidder Requirements

Bidders must comply with all specifications outlined in the solicitation. They are required to submit their bids electronically via IMPACS Electronic Procurement System by June 12, 2026. Bidders must also agree to pay a 1.00% Administrative Fee on all sales made against the resulting contract.
