The Contractor must be a qualified provider of these services within 40 miles (60 mins) of Travis Air Force Base, with 24/7 response capability. b. Procedures for Award: The Government intends to award a single source contract directly to Napa Solano SANE/SART. in accordance 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. Awarding this contract to NSSS on a sole source basis is necessary because their decentralized presence in Solano County is the only way to meet the mandatory 60-minute emergency response time for sexual assault forensic examinations at DGMC. Securing this partnership bypasses the unacceptable multi-week delays of standard off-base referrals, ensuring immediate regulatory compliance for evidence preservation while minimizing further psychological trauma to the patient. The Government intends to issue a Request for Quotation (RFQ) and award a firm-fixed-price purchase order.
