Dane County is soliciting applications from municipalities for the acquisition, construction, or rehabilitation of public facilities projects located in the participating municipalities of the Dane County Urban County Consortium. The primary emphasis for this RFP is on properties owned by the municipality. Funding is expected to be available under the HUD-funded Community Development Block Grant (CDBG) program, with a maximum funding amount of approximately $294,000 for the Public Infrastructure project area. It is anticipated that one or multiple projects will be funded in this category.

Work Details

The contract involves eligible activities such as: acquisition, construction, reconstruction, installation, and rehabilitation of public facilities. Projects must assist low-and-moderate-income persons and meet community needs documented through hard data sources. Eligible costs include labor and materials necessary to complete authorized work, environmental reviews, architectural services, construction costs including labor and materials, and relocation costs for individuals or businesses displaced by the project. Projects must be shovel-ready by Quarter 1 of 2027 and comply with federal labor standards. Ineligible activities include operation or maintenance of public facilities and any buildings used for general government conduct except for removal of architectural barriers.

Period of Performance

The contract performance period is expected to begin in April 2027 when funds become available for reimbursement. Projects must be ready to start by Quarter 1 of 2027.

Place of Performance

The projects will be performed in the municipalities that are part of the Dane County Urban County Consortium.

Bidder Requirements

Eligible applicants are limited to Units of Local Government (municipalities) within the Dane County Urban County Consortium. Applicants must not have more than $1,000 in unexpended funds from prior contracts executed before 2025 as of July 1, 2026, nor more than $250,000 in unexpended funds in a single project area as of July 1, 2026. Agencies cannot be HUD-listed debarred or ineligible contractors.
