CDBG - Minor Home Repair

Background

Dane County is soliciting applications from organizations to operate a minor home repair program aimed at assisting low-and-moderate income residents of single-family owner-occupied housing within the Dane County Urban County Consortium. This initiative is funded through the HUD Community Development Block Grant (CDBG) program, with a total funding availability of approximately $58,000.00 for this project area in 2027. The goal is to support one or multiple projects that address the housing needs of eligible residents.

Work Details

The selected organization will be responsible for implementing a minor home repair program that includes: - Marketing the program - Conducting pre-screening and eligibility determinations - Providing information for environmental reviews - Ensuring no work begins until a notice to proceed is issued by the County - Documenting household sizes and incomes - Conducting Housing Quality Standards (HQS) inspections - Performing cost estimates and work write-ups - Completing repairs or managing procurement processes - Maintaining documentation for compliance with CDBG standards. Eligible repairs include but are not limited to: - Asbestos abatement - Chimney repairs - Plumbing and electrical upgrades - Exterior painting - Foundation repairs - Roof replacements - Installation of security devices - Energy efficiency improvements.

Period of Performance

The contract will commence upon execution and is expected to run through 2027. Projects must be shovel-ready by the first quarter of 2027.

Place of Performance

The services will be performed within the Dane County Urban County Consortium in Wisconsin.

Bidder Requirements

Eligible applicants include public or private non-profit agencies or organizations such as faith-based groups and local government units. Applicants must be registered entities in good standing with the Wisconsin Department of Financial Institutions. Mandatory eligibility requirements include having a Language Access Plan and an Appeals Process/Policy for complaints regarding services provided.
