CDBG - Homebuilding

Background

Dane County is soliciting applications from organizations interested in the Homebuilding project area, which focuses on developing affordable new housing for low- and moderate-income residents of the Dane County Urban County Consortium. The project involves new construction of single-family homes, paired with a Mortgage Reduction Assistance loan for eligible households. Funding will be provided under the HUD-funded Home Investment Partnership (HOME) funds, with a maximum funding amount of approximately $140,000.00 expected to support multiple projects in this category.

Work Details

The services to be provided include: - New construction of single-family homes for low- and moderate-income households. - Provision of Mortgage Reduction Assistance loans to eligible buyers. - Compliance with HUD requirements, including environmental reviews and adherence to federal labor standards. - Projects must be shovel-ready by the first quarter of 2027 and align with the Dane County 2025-2029 Consolidated Plan. - Eligible expenses include hard costs (land acquisition, construction materials), relocation costs, architectural services, legal fees, environmental reviews, and builders' fees.

Period of Performance

The contract period is expected to commence upon execution and remain effective through the full grant term. Projects are required to be implementation-ready by the first quarter of 2027.

The geographic location for performance includes municipalities within the Dane County Urban County Consortium.

Bidder Requirements

Eligible applicants include public or private non-profit agencies or organizations (including faith-based organizations), units of local government, Community-Based Development Organizations (CBDOs), and Community Housing Development Organizations (CHDOs). Applicants must demonstrate economic viability and have no outstanding debts or unexpended funds exceeding specified thresholds.
