Background

Dane County is soliciting applications from organizations to operate a major home rehabilitation program for low- and moderate-income residents of single-family owner-occupied housing in the Dane County Urban County Consortium. Funding is expected to be available under the HUD-funded Community Development Block Grant (CDBG) program, with a maximum funding amount of approximately $110,000.00 per project. The goal is to align with the Dane County 2025-2029 Consolidated Plan.

Work Details

The services to be provided include: - Marketing the program - Conducting initial pre-screening and intake for eligibility - Providing addresses for environmental reviews - Conducting Housing Quality Standards (HQS) inspections - Performing cost estimates and work write-ups - Executing necessary repairs or following procurement requirements - Documenting eligibility of properties and households - Maintaining documentation and submitting timely reports to the County. Eligible work items include exterior rehabilitation such as roof repair/replacement, plumbing upgrades, insulation installation, and more. The project must comply with CDBG Housing Rehabilitation Deferred Payment Loans Program Standards.

Period of Performance

The contract will commence upon execution and remain effective through the full grant term. Projects must be shovel-ready by Quarter 1 of 2027.

Place of Performance

The services will be performed in participating municipalities within the Dane County Urban County Consortium.

Bidder Requirements

Eligible applicants include public or private non-profit agencies or organizations, including faith-based organizations and local government units. Applicants must not be HUD-listed debarred contractors and must have a Language Access Plan and an Appeals Process/Policy in place. Additionally, applicants with unexpended funds exceeding specified thresholds from previous contracts are ineligible.
