Background

The Thomson-Hood Veterans Center (THVC) is issuing this Request for Proposal (RFP) to provide medical laboratory services for the residents of its 285-bed long-term care skilled nursing center, located at 100 Veterans Drive, Wilmore, KY 40390. The goal of this contract is to ensure that the residents receive necessary laboratory services as ordered by their attending physicians or nurse practitioners.

Work Details

The contractor will provide medical laboratory services including: - Conducting laboratory tests as ordered by attending physicians/nurse practitioners and notifying THVC of results. - Integration of test results with the PointClickCare electronic medical record platform. - Compliance with all federal and state laws governing laboratory services. - Ensuring all residents have access to laboratory services without discrimination. - Providing cumulative laboratory reports when available. - Offering orientation in-services related to laboratory services, including specimen collection and handling. - Conducting mandatory background checks for all service representatives as per OBRA regulations. - Handling billing for tests under Medicare Part B or private insurance, ensuring no charges are passed on to THVC’s residents. - Providing a schedule for phlebotomy services and specimen pickup, with unscheduled pickups available seven days a week. - Reporting 'panic' levels immediately after tests are run and ensuring results are printed within 24 hours of collection. - Adhering to THVC policies regarding HIPAA confidentiality, resident rights, and infection control.

Period of Performance

The initial term of the contract is anticipated to be from July 1, 2026, through June 30, 2028, with options for renewal for up to two additional two-year periods.

Services will be performed at the Thomson-Hood Veterans Center located at 100 Veterans Drive, Wilmore, KY 40390.

Bidder Requirements

Bidders must submit proof of current CLIA Laboratory Certification and licensure for service from the State of Kentucky. They must also provide evidence of liability insurance and workers' compensation insurance. Additionally, bidders must demonstrate their capability to integrate/interface with PointClickCare software system.
