Background

The Department of Corrections, Division of Health and Rehabilitation Services, is soliciting bids for routine removal, transport, and disposal of medical biohazard waste from Department of Corrections facilities statewide. The estimated budget for this contract is between $120,000.00 and $140,000.00. This contract is dependent on legislative appropriation of funding and programmatic needs.

Work Details

The contractor will provide the following services: 1. **Collection Containers**: Provide biohazardous collection containers (10, 20, and at least 35 gallons) labeled as infectious waste with red plastic liners (2 mil thick or better) that meet all regulations. 2. **Disposal**: All biohazard waste must be placed in a red plastic bag within an approved container and destroyed in compliance with regulations to render it sterile and non-infectious. 3. **Sharps Disposal**: Sharps containers will be provided by the department; sharps must be destroyed according to regulations. 4. **Pick-Up Service**: Scheduled pickups at various facilities including Anchorage Correctional Complex (every other Wednesday), Fairbanks Correctional Center (as needed), Goose Creek Correctional Center (2nd and 4th Mondays), among others. 5. **Mail Out Service**: Provide mail-approved shipping containers for facilities such as Anvil Mountain Correctional Center and Ketchikan Correctional Center as needed. 6. **Document Incineration**: Ability to incinerate old prescription slips and other medical documents as needed. 7. **Department Security Compliance**: Personnel must comply with background checks and security protocols.

Period of Performance

The contract will commence approximately on July 1, 2026, through June 30, 2027, with three optional renewals through June 30, 2030.

Place of Performance

Services will be performed at various correctional facilities across Alaska including Anchorage Correctional Complex, Fairbanks Correctional Center, Goose Creek Correctional Center, among others.

Bidder Requirements

Bidders must have a valid Alaska business license or obtain one prior to contract award. They must also comply with federal civil rights laws and the Americans with Disabilities Act of 1990. Bids should be submitted under their business name as it appears on their license to receive Alaska Bidder Preference.
