School-Based Physical Therapy Services for Students with Disabilities

Background

The Biloxi Public School District, through the Office of Special Education, is seeking proposals from qualified providers to deliver school-based physical therapy services for students with disabilities in accordance with the Individuals with Disabilities Education Act (IDEA), Mississippi State Board Policy 7219, and the Family Educational Rights and Privacy Act (FERPA). The goal of this contract is to ensure that students with disabilities receive appropriate physical therapy services as outlined in their Individualized Education Programs (IEPs).

Work Details

The provider shall deliver school-based physical therapy services which include: evaluation and re-evaluation of students, direct and indirect therapy, consultation with staff and families, and participation in IEP development and implementation. Services must be educationally relevant, support student access to the general curriculum, and demonstrate measurable educational benefit. Specific responsibilities include: - Providing evidence-based physical therapy services in school settings. - Delivering services as specified in student IEPs during the 2026–2027 school year, including Extended School Year (ESY) if required. - Ensuring safe implementation of all physical therapy activities. - Conducting evaluations and re-evaluations within IDEA timelines. - Developing IEP-aligned therapy goals and objectives. - Collecting data aligned to IEP goals and monitoring progress. - Participating in IEP meetings and making data-driven recommendations regarding service delivery models.

Period of Performance

Services will be provided during the 2026–2027 school year, including any necessary Extended School Year (ESY) services.

Place of Performance

Services will be performed within the Biloxi Public School District in Biloxi, Mississippi.

Bidder Requirements

Providers must hold a valid Mississippi Physical Therapy license, be in good standing with applicable licensing boards, have experience providing school-based or pediatric physical therapy, provide proof of liability insurance and worker’s compensation insurance, pass criminal background checks and child abuse registry checks. Additionally, proposals must include resumes, school district references, and comply with all applicable laws.
