Background The Centers for Disease Control and Prevention (CDC) is undertaking a modernization project for Building 10 at the Roybal Campus in Atlanta, Georgia. The primary objective of this acquisition is to provide comprehensive design-build services aimed at replacing outdated chilled-water plant equipment, enhancing electrical and controls infrastructure, and ensuring uninterrupted campus operations during the phased execution of the project. This initiative is crucial for maintaining reliable service to meet the evolving needs of the campus. Work Details The scope of work includes: 1. Design: Complete design services including specifications, equipment schedules, and drawings. Phasing documentation to minimize disruption. 2. Chilled Water Improvements: Replacement of four existing 1,450 ton chillers with new 1,800 ton chillers; replacement of nine cooling towers with eight new ones; replacement of four primary chilled water pumps and associated VFDs; upgrades to electrical systems to ensure dedicated breakers for each chiller; structural upgrades for walkways and supports; instrumentation and controls upgrades for variable primary chilled water flow. 3. Mechanical: Installation of new chillers with specific performance criteria, including efficiency ratings and compatibility with existing systems. 4. Piping: Modifications to chilled water return piping and replacement of all existing condenser water piping; installation of new valves and strainers. 5. Construction Phasing: Work must be phased to minimize downtime, with no more than two chillers out of service at any time. 6. Electrical: Upgrades to medium voltage systems, motor control centers, and integration into building automation systems (BAS). 7. Commissioning: A third-party commissioning agent will verify that all systems meet design specifications. Period of Performance The contract will be performed over a period not exceeding 462 calendar days from the task order award.
