Background

El Paso Water (EPWater) is soliciting proposals for state-level government relations and advocacy services to support the Utility's legislative and regulatory priorities. The goal of this contract is to assist EPWater in advancing its interests and building strategic relationships with state policymakers, agencies, and stakeholder organizations.

Work Details

The selected firm(s) will provide the following services: 1. Tracking and analyzing proposed legislation; providing customized timely updates and strategic recommendations to inform EPWater leadership. This includes monitoring proposed Texas state legislation that could affect EPWater operations, funding, or compliance obligations. It also involves tracking bill progress, maintaining a legislative calendar, providing strategic options and recommendations, and distributing regular updates to EPWater executive leadership. 2. Advocating on behalf of EPWater with the State Legislature, the Governor’s office, and key agencies such as TWDB, TCEQ, and TxDOT. This involves representing EPWater before legislative bodies, supporting legislative engagement through bill drafting and testimony preparation, facilitating meetings with elected officials, coordinating with water sector associations to build coalitions on key policy objectives, tracking funding programs from TWDB, and monitoring regulatory changes affecting EPWater's operations.

Period of Performance

The initial term of the contract will be three (3) years with the possibility of two (2) additional three-year renewal periods upon mutual agreement.

Place of Performance

The services will primarily be performed in Texas, particularly in relation to the Texas Legislature and relevant state agencies.

Bidder Requirements

Firms must demonstrate experience in Texas legislative tracking and analysis, advocacy before the Texas Legislature and key state agencies, coalition building, stakeholder coordination, and familiarity with public utilities' issues. Additionally, bidders must comply with all applicable federal and state laws regarding non-discrimination.
