Background

The County of Henrico, Virginia, through this Request for Proposal (RFP No. 26-2955-5JOK), aims to obtain recovery residency services for individuals referred by Henrico Area Mental Health & Developmental Services, Henrico Community Corrections Program, and Henrico Recovery Court. The goal is to provide a supportive living environment that promotes recovery from substance use disorders and associated issues. This initiative, known as 'CHIRP +', will replace the previous 'CHIRP' program and is designed to assist participants involved in various county programs and the criminal justice system.

Work Details

The Successful Offeror(s) will provide comprehensive recovery residency services, including: 1. Turnkey recovery residency services with all necessary labor, supervision, materials, and equipment. 2. Care coordination that connects residents to peer support, housing, employment opportunities, professional counseling services, and general medical services. 3. Acceptance of referrals without discrimination based on Medication-Assisted Treatment (MAT) usage or other barriers. 4. Compliance with DBHDS certification requirements and maintenance of minimum square footage standards for residences. 5. Reporting obligations regarding participant progress and incidents to CHIRP + within specified timeframes. 6. Transportation of individuals from Henrico County to assigned recovery residences at no cost unless otherwise agreed upon.

Period of Performance

The contract will commence upon award in August/September 2026 and will be subject to annual appropriations by the Henrico County Board of Supervisors.

Services will be performed within Henrico County, Virginia.

Bidder Requirements

Offerors must maintain full certification through DBHDS and comply with all local laws regarding business operations in Virginia. They must also submit a Proposal Signature Sheet and Business Classification Form as part of their proposal submission.
