Background

The Ohio Department of Transportation (ODOT) is issuing this Invitation to Bid (ITB) to establish a contract for the supply of Rock Salt (Sodium Chloride) for the 2026-27 winter season. The goal is to ensure that ODOT and participating Political Subdivisions, including townships, cities, universities, counties, and the Turnpike, have adequate supplies of rock salt for winter road maintenance. This solicitation includes a Minority Participation Requirement.

Work Details

The contractor will provide Sodium Chloride (Rock Salt) in accordance with ASTM Specification D632 Type I, Grade 1. The salt must have a moisture content of 2.0% or less upon delivery and conform to specified gradation and chloride content requirements. Each delivery must be accompanied by certified weight slips/scale tickets. The minimum order amount is 22 tons, with a minimum daily delivery of 125 tons during certain periods and 250 tons during others. Vendors must maintain stockpile quantities within Ohio, with specific deadlines for availability: 65% by December 15, 2026, and 90% by January 15, 2027. The contract allows for additional purchases up to 125% of requested quantities under certain conditions.

Period of Performance

The contract will be effective from the date of execution through May 31, 2027.

Place of Performance

Deliveries will occur at various locations throughout Ohio as specified in the Department’s Excel pricing page.

Bidder Requirements
