Public Health Lab Perimeter Security Upgrades

Background

The North Carolina Department of Health and Human Services (DHHS) is issuing a solicitation for the construction of perimeter security upgrades at the Public Health Lab. The goal of this project is to enhance the facility's security through a modern perimeter defense system that includes physical barriers, access control measures, and advanced surveillance systems, ensuring the safety and functionality of the lab.

Work Details

The project involves constructing a new perimeter barrier surrounding the facility, which will include associated illumination and security structures such as vehicle bollards. Additionally, a new site entry configuration will be established, featuring an updated traffic flow pattern, guard house, vehicle barriers, and security surveillance systems. The contract will be awarded as a Single Prime Contract with all proposals submitted as lump sum bids.

Period of Performance

The contract work is expected to commence after the bid opening on June 18, 2026, with specific timelines to be determined upon award.

Place of Performance

The work will be performed at the North Carolina State Laboratory of Public Health located in Raleigh, NC.

Bidder Requirements

Bidders must include a form identifying Minority Business Participation along with either Affidavit A or Affidavit B as applicable. All contractors must possess the proper licenses required under state laws for their respective trades. General contractors must have a license classification for Buildings. A cash deposit or certified check equal to at least five percent (5%) of the proposal is required with each bid; alternatively, a bid bond may be submitted. A performance bond and payment bond for one hundred percent (100%) of the contract price will also be required.
