Bird monitoring at Duck and Chisik islands The U.S. Geological Survey (USGS) is conducting market research to determine the availability of qualified businesses capable of bird monitoring on Duck and Chisik Island as described in the attached statement of work. This sources sought announcement is not a request for quote or proposal and the Government is not committed to award of a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice. Background The U.S. Geological Survey (USGS) Alaska Science Center (ASC) Seabird and Forage Fish Ecology Program has been conducting research in Lower Cook Inlet, Alaska since the 1990s. This research is crucial for monitoring and conserving migratory birds, including seabirds, under the Migratory Bird Treaty Act. The need for this contract arises from the necessity to gather information about seabird populations and demographics, particularly in areas with active oil and gas leases. The project aims to investigate the effects of the Pacific marine heatwave and subsequent seabird die-offs on seabird populations. This will enhance knowledge of population trends and demographic rates to inform future management decisions. Work Details The contractor will be responsible for the following tasks: 1. Attempt to recapture Common Murres previously tagged with geolocator tags to remove tags from birds and retrieve movement data. 2. Collect index and monitoring data for Common Murres and Black-legged Kittiwakes at various stages of breeding to assess population changes over time. 3. Deploy and remove remote nest monitoring cameras at Common Murre nesting areas. 4. Write a summary report regarding the 2023-2026 Common Murre survival study. 5. Summarize and proof data from the 2023-2026 Common Murre survival study, including methods and metadata for inclusion in a data release. Period of Performance June 15, 2026, through June 14, 2027. Place of Performance Duck Island and Chisik Island, Alaska.
