Background

The Department of Transportation & Public Facilities, Division of Program Management and Administration, is soliciting bids for stormwater sample analysis for the Alaska Marine Highway System (AMHS). This contract aims to ensure compliance with the Alaska Pollutant Discharge Elimination System (APDES) General Permit AKR060000 - Multi-Sector General Permit Sector Q for Storm Water. This compliance is critical for environmental protection and regulatory adherence.

Work Details

The contractor will provide stormwater analysis and sample kits for 13 AMHS facilities throughout Alaska on a quarterly basis. The sampling will include benchmarks for Total Aluminum, Total Iron, Total Lead, and Total Zinc during storm events at each ferry terminal. Additionally, monitoring requirements for BOD apply only to the Ketchikan Marine Engineering Facility and are required once a year. The contractor must supply 140 sample kits annually, including return postage, sampling instructions, laboratory analysis forms, and all necessary supplies. Final sample results must be provided in a timely manner to meet ADEC’s Monitoring Data Reporting deadline.

Period of Performance

The contract will commence approximately on July 1, 2026, and continue through June 30, 2027. There is an option to renew for four additional one-year terms at the state's discretion.

Place of Performance

The services will be performed at various AMHS facilities located throughout Alaska.

Bidder Requirements

Bidders must possess a valid Alaska business license or obtain one prior to contract award. They must have five years of experience performing heavy metals analysis for MSGP permit holders and be certified by the State of Alaska to perform microbiological and chemical analysis of drinking water. The lab must analyze samples using EPA standard methods as described in 40 CFR Part 136. Subcontractors are not allowed.
