Comprehensive Real Estate Management and Analysis Consulting Services for PHL and PNE

Background

The City of Philadelphia, Department of Aviation seeks qualified applicants to provide comprehensive professional real estate management and analysis consulting services at Philadelphia International Airport (PHL) and Northeast Philadelphia Airport (PNE). The goal is to optimize on- and off-airport land, facilities, and leasehold interests to align with Aviation's operational, revenue, and strategic planning objectives. PHL is a major air traffic hub serving millions of passengers and cargo annually, while PNE serves general aviation and corporate use.

Work Details

The successful applicant will provide a range of services including:

1) Terminal Space Management

Leasing and lease renewals for airlines and concessions;

2) Cargo Facility Management

Leasing for airlines and air cargo developers;

3) Land Acquisition

Identify, evaluate, and appraise off-airport properties;

4) Appraisal Services

Establish fair market value for airport-owned/leased facilities. Services will be requested via task orders that include a detailed scope of work, budget, and deliverable dates. Specific tasks may include cost-benefit analyses, financial analyses related to land acquisition, space audits, lease compliance reviews, real estate appraisals, market demand studies, feasibility studies for commercial development, strategic development planning aligned with the Airport Master Plan, policy recommendations for real estate management, and ongoing advisory support.

Period of Performance

The contract is expected to commence on or about July 1, 2026 and end on or about June 30, 2027. The City may amend the contract to add up to four additional terms of one year each.

Place of Performance

Services will be performed at Philadelphia International Airport (PHL) and Northeast Philadelphia Airport (PNE), located in Philadelphia.

Bidder Requirements

Applicants must have a minimum of ten years of relevant experience in real estate consulting. They must also comply with all applicable laws and regulations. Local Business Entity (LBE) certification is encouraged as it may positively impact evaluation. Background checks may be required for personnel accessing airport facilities.
