Background The contract is issued by the Navy for the rental of construction type equipment on an on-call, as-needed basis at three locations: Philadelphia Naval Business Center (PNBC), Naval Support Activity-Philadelphia (NSA-P), and Naval Support Activity-Mechanicsburg (NSA-M). The goal of this contract is to ensure that the Navy has access to necessary construction equipment to support its operations efficiently. Work Details The contractor shall provide all labor, management, supervision, tools, materials, and equipment required for the rental of construction type equipment. The services will include but are not limited to: 1. General Information: The contract applies to PNBC, NSA-P, and NSA-M. 2. Management and Administration: The contractor must manage the total work effort associated with the services required to meet performance objectives and standards. This includes planning, scheduling, cost accounting, report preparation, establishing records, and quality assurance. 3. Work Reception: The contractor must provide a capability to receive and respond to trouble/service calls during government working hours and have a point of contact available outside these hours. 4. Work Control: Implementation of work control procedures is necessary to ensure timely accomplishment of work requirements while allowing tracking and reporting of work in progress. 5. Quality Management System (QMS): The contractor must establish a QMS program that identifies and corrects problems throughout operations, ensuring compliance with performance objectives and standards. Place of Performance The contract will be performed at Philadelphia Naval Business Center (PNBC), Philadelphia, PA 19112; Naval Support Activity-Philadelphia (NSA-P), 700 Robbins Street, Philadelphia, PA 19111; and Naval Support Activity-Mechanicsburg (NSA-M), Mechanicsburg, PA 17050-2411.
