Westmoreland County, Pennsylvania, is seeking to establish a contract for conducting random drug testing for employees of the Westmoreland County Prison, Sheriff's Office, Park Police, and Juvenile and Adult Probation Departments. The goal of this contract is to ensure compliance with a random drug testing policy for select employees to maintain safety and integrity within these departments.
The successful bidder will be responsible for: 1. Conducting random drug testing of employees from the Westmoreland County Prison (150-200 employees), Sheriff's Office (90-100 employees), Park Police (2-4 employees monthly), and Juvenile and Adult Probation Departments (50-60 employees). 2. Collecting oral fluid samples from employees, with optional blood and urine follow-up tests as requested by the County. 3. Contracting with a certified laboratory for testing, which must be accredited by SAMHSA or CAP-FUDT. 4. Providing a local Medical Review Officer (MRO) to interpret test results. 5. Conducting standard panel screenings for substances including amphetamines, benzodiazepines, barbiturates, cocaine, ethanol, opiates, THC, PCP, oxycodone, and cannabinoids. 6. Testing a minimum of three Prison employees weekly across three shifts (6:00 AM-2:00 PM; 2:00 PM-10:00 PM; 10:00 PM-6:00 AM). 7. Randomly selecting six Sheriff's Office employees and four Adult Probation employees monthly for testing with prior notice to department heads. 8. Providing monthly reports on participants and test results to Human Resources.
The contract will commence on September 1, 2026, and will continue through August 31, 2027. There is an option to extend the contract for two additional one-year terms upon mutual written consent.
Testing will primarily take place at the Westmoreland County Prison located at 3000 S. Grande Boulevard, Greensburg, Pennsylvania 15601. Additional locations include the Westmoreland County Courthouse at 2 N Main Street, Greensburg.
Bidders must provide proof of insurance meeting specified coverage limits including general liability ($500K per person; $1M per occurrence), workers' compensation as required by law, and automobile liability ($1M per occurrence). Bidders must also undergo background checks for personnel administering tests and comply with all privacy regulations including HIPAA.
