Background

The Commonwealth of Virginia's Department of Conservation and Recreation (DCR) is seeking a contractor to restore the office attic(s) at Culpeper Battlefield State Park, located at 9465 General Winder Road, Rapidan, Virginia. The goal of this Quick Quote is to obtain a fixed price bid for all necessary labor, materials, tools, equipment, insurance, and supervision required for the restoration project. This initiative aligns with DCR's mission to preserve and enhance Virginia's natural and cultural resources.

Work Details

The contractor will be responsible for the following tasks: 1. Conduct a mandatory site visit before bidding. 2. Coordinate work schedule with park management within three days of award completion by May 31, 2026. 3. Complete all work within five days unless delays occur due to wiring replacement needs. 4. Employ a certified electrician for any necessary electrical repairs. 5. Perform work during normal business hours (8:00 AM - 6:30 PM, Monday through Friday). 6. Remove all insulation and droppings from the main and garage attics in compliance with Virginia state laws. 7. Disinfect both attics and screen two gable vents from the exterior. 8. Seal newly found entry points for pests and wildlife not previously sealed. 9. Inspect all electrical wiring for breaks needing repair. 10. Provide a detailed inspection report with photographs documenting target areas for cleaning and repair along with a restoration plan at the time of bid submission. 11. Repair or replace baffling in the main attic as needed and blow in eleven inches of PermaTherm Insulation R38 or an approved equivalent in the main attic only.

Period of Performance

The contract performance period is expected to commence upon award and must be completed by May 31, 2026.

Bidder Requirements

Bidders must be certified small businesses or micro businesses as defined by DSBSD if bids are under $100,000 or $10,000 respectively; possess a Class B or higher contractor license; maintain necessary insurance; comply with OSHA safety regulations; provide an English-speaking site supervisor; ensure all personnel are qualified and licensed; and submit electronic bids only through eVA.
