The City of Philadelphia, under the leadership of Mayor Cherelle Parker and Chief Public Safety Director Adam Geer, is seeking proposals for the Care Team to support Neighborhood Wellness Court operations. The Neighborhood Wellness Court aims to provide comprehensive services to break the cycle of criminal justice involvement and assist individuals in their recovery and reintegration into the community. This initiative is part of a broader effort to improve public safety and community health, particularly in areas like Kensington, which has seen significant reductions in crime and overdose rates due to collaborative efforts between various city departments and community organizations.
The selected Care Team will be responsible for leading triage operations at the Neighborhood Wellness Court, assessing recovery needs of individuals with substance use disorders (SUD), and connecting them with community-based recovery resources. Key responsibilities include: 1) Supporting NWC Triage Operations including intake, flow management, assessment, placement, and transport; 2) Providing peer recovery support; 3) Managing participant flow between various service providers; 4) Conducting behavioral health assessments; 5) Offering continued case management; 6) Engaging in street outreach; 7) Advocating for participants within the court system; 8) Collaborating across systems with law enforcement and treatment providers; 9) Maintaining adequate staffing levels; and ensuring compliance with data collection protocols for performance metrics.
The contract is expected to commence on August 1, 2026, and will run for one year until July 31, 2027. There is an option for up to four additional one-year terms.
The primary location for service delivery will be the Kensington Wellness Support Center located at 265 E Lehigh Avenue, Philadelphia. Services may also extend into the surrounding neighborhoods where participants reside.
