Background

The Commonwealth of Kentucky, through the Department of Military Affairs, is seeking proposals for the position of ACA Recruiting Coordinator for the Appalachian ChalleNGe Academy. This program is designed for at-risk youth aged 15.5 to 18 years, both male and female, located at Fort Knox, Kentucky. The goal of this contract is to recruit potential candidates for the academy and provide necessary support throughout the recruitment process.

Work Details

The contract will require up to four Recruiting Coordinators who will be responsible for: 1. Performing approximately 140 hours of service per month. 2. Traveling to various locations including Fort Knox and other designated areas for training and recruitment activities. 3. Promoting the Challenge Program and providing information to prospective applicants. 4. Developing and maintaining communication with referral sources such as Circuit Courts and school officials. 5. Recruiting at least 100 willing participants annually for two residential classes. 6. Conducting initial interviews with applicants and their guardians. 7. Addressing applicant questions prior to admissions. 8. Maintaining communication with cadet parents/guardians during the program phases. 9. Assisting with cadet transport as needed using Academy vehicles. 10. Planning outreach events like Academy tours and Open House days. 11. Completing required training by NGB-J1-Y Youth Challenge within specified timeframes.

Period of Performance

The initial term of the contract is anticipated to be from July 1, 2026, through June 30, 2028, with options for renewal for up to two additional two-year periods.

Place of Performance

The services will primarily be performed in Harlan, KY, Fort Knox, KY, and other locations throughout the Commonwealth of Kentucky as required.

Bidder Requirements

Bidders must have a minimum of five years' experience in recruiting youth aged 15.5 to 18 years. They must submit a resume detailing qualifications and provide examples of past work experience in assisting applicants without violating privacy regulations (PPI or HIPAA). Additionally, contractors must undergo a KARES background screening prior to starting any contractual services.
