Annual Street Maintenance - Rejuvenation

Background

The Town of Leesburg, Virginia, located 35 miles west of Washington, D.C., is a full-service municipal corporation providing various services to its residents and businesses. The Town is seeking qualified contractors to provide annual pavement rejuvenation using a maltene-based asphalt rejuvenating agent. The goal of this contract is to maintain the quality of the town's streets through rejuvenation efforts on designated street segments each year.

Work Details

The contractor will be responsible for applying pavement rejuvenator on street segments identified by the Town each year. This includes obtaining right-of-way permits, conducting street sweeping, providing appropriate signage, notifying residents, and maintaining traffic during the work. The contractor must ensure that all work complies with the latest version of the Virginia Work Area Protection Manual. Treated areas must be kept closed to traffic until deemed suitable by the Town's inspector. Work will be authorized through Task Orders issued by the Town, detailing specific tasks, estimated quantities, costs, and completion timelines. Proposals for each Task Order must be submitted within 14 calendar days from the Town's request.

Period of Performance

The initial term of the contract is one (1) year from the execution date, with four (4) optional one-year renewal periods contingent upon mutual agreement and funding appropriations from the Leesburg Town Council.

Place of Performance

The work will be performed on various street segments within the Town of Leesburg, Virginia as identified in annual plans provided by the Town.

Bidder Requirements

Bidders must possess a valid Virginia Contractor’s License and include their State Corporation Commission (SCC) Identification Number in their bid submission. Additionally, bidders must comply with local business licensing requirements prior to contract award. The successful bidder must also provide a bid security in the form of a bid bond or cashier’s check amounting to 5% of their total bid price.
