Background

The City of Harrisonburg, Virginia, is seeking sealed bids for the provision of water treatment chemicals to be delivered on an 'as-needed' basis to the City’s Water Treatment Plant located at 308 Grandview Drive, Harrisonburg, VA 22801. The Department of Public Utilities manages approximately 17,000 accounts and is responsible for providing water and sewer services to residences and businesses in the city and some neighboring areas.

Work Details

The contract requires the supply of the following water treatment chemicals on an annual basis: - Aluminum Sulfate Solution, 48%: Estimated Annual Usage - 35,000 gallons (180,000 lbs) - Sodium Hypochlorite Solution, 12.5%: Estimated Annual Usage - 50,000 gallons (61,150 lbs) - Sodium Hydroxide Solution, 25%: Estimated Annual Usage - 34,000 gallons (89,675 lbs) - Hydrofluosilicic Acid Solution, 23%: Estimated Annual Usage - 5,000 gallons (11,500 lbs). The desired package size for all products is bulk. The City reserves the right to adjust quantities as needed and may procure from other suppliers in emergencies. Orders will be placed by the Contract Administrator or designee and must be confirmed by the contractor via email. Deliveries must occur within seven days of notification and only full capacity deliveries will be accepted.

Period of Performance

The contract will commence on July 1, 2026, with an initial term of one year. The City has the option to renew for four additional one-year terms.

Place of Performance

Deliveries will be made to the City’s Water Treatment Plant located at 308 Grandview Drive, Harrisonburg, VA 22801.

Bidder Requirements

Bidders must not be currently debarred or suspended by any agency or locality in Virginia. They must also comply with all applicable safety regulations including OSHA standards. Bidders are required to submit a recent W-9 form within fourteen days of contract award.
