Emergency Management System

Background

The Bibb County School District serves over 20,000 students across 38 sites and 25 departments. It is seeking a qualified contractor to provide an Emergency Management System as part of a district-wide initiative. The goal is to enhance safety, preparedness, and student support across all K-12 schools and district facilities.

Work Details

The contract involves providing a comprehensive, cloud-based Educational Safety, Preparedness, and Student Support Software Suite that includes the following components: - Safety planning and compliance documentation - Drill scheduling, tracking, and reporting - Student behavior support and interventions - Threat assessment and case management - Collaboration tools for school staff and stakeholders. The solution must comply with Georgia House Bill 268 (HB 268) and relevant federal laws such as FERPA. Specific functionalities include incident documentation, safety plan management, drill management, threat assessment workflows, behavior case management tracking (PBIS/MTSS-B), secure communication among staff, and data security measures including encryption and role-based access.

Period of Performance

The contract will be for an initial term of four years with the possibility of one-year renewals up to three additional years if deemed necessary.

Place of Performance

The services will be performed within the Bibb County School District in Georgia.

Bidder Requirements

Bidders must demonstrate experience supporting K-12 educational institutions in Georgia. They must provide three references from K-12 clients. Proposals must include a detailed implementation approach for approximately 21,000 students and training for around 2,000 certificated staff. Vendors must also comply with insurance requirements including worker’s compensation and liability insurance.
