The Camden County Board of Commissioners is seeking proposals for the Railroad Crossing Replacement at Naval Base Kings Bay. The project aims to enhance transportation infrastructure and ensure safety at the crossing, which is critical for both military and civilian operations in the area. The contractor will provide all labor, materials, equipment, supervision, and incidentals necessary for the railroad crossing replacement on USS Samuel Houston Road at Naval Base Kings Bay. The scope includes: - Removal and replacement of two (2) 81-foot precast concrete railroad crossings (existing crossings are Century precast). - Disassembly of joint bars on both sides of existing 115lb rails and inspection for defects; plan to reuse 115lb rails. - Removal of existing 115lb precast concrete crossings, tie plates, spikes, bolts, anchors, and ballast (County will haul spoils). - Excavation of track bed to a depth of 18 inches below the rail; include approximately 40 tons of ABC crusher run per crossing for sub-ballast compaction (Contractor to purchase ABC; County will haul material). - Proof rolling sub-ballast prior to rebuilding track. - Furnishing and installation of new 10-foot cross ties for each crossing and extending two ties beyond the edge. - Installation of good 115lb relay 8-hole double should tie plates, new drive-on anchors, new prime spikes, new bolts, 6-inch railroad ballast and lock washers. - Provision of approximately 50 tons of clean railroad-approved ballast per crossing (Contractor to purchase; County will haul material). - Construction using existing rails and newly supplied materials at existing alignment and top elevation. - Installation of 81 feet of Omega Precast Concrete Crossing or approved equivalent at each crossing. - Cleanup including regrading, reseeding, and fertilizing disturbed areas.
The work is expected to be completed no later than August 31st, 2026. The contract time may be extended due to delays beyond the contractor's control.
The project will be performed at Naval Base Kings Bay located in St. Mary’s, Georgia.
Bidders must provide a Performance Bond and Payment Bond each in the amount of 100% of the contract amount before issuance of Notice to Proceed. All personnel working on base must undergo background checks through Naval Base Kings Bay prior to commencing work. Contractors must maintain Workers’ Compensation and liability insurance for a minimum of one million dollars ($1,000,000). Local vendor preference applies if conditions are met.
