Background

The Commonwealth of Kentucky, through the Kentucky Department of Veteran Affairs, is issuing this Request for Proposal (RFP) to provide medical laboratory services for the Veterans at the Bowling Green Veterans Center (BGVC), a sixty-bed long-term care skilled nursing facility located at 1111 Veterans Way, Bowling Green, KY 42101. The goal of this contract is to ensure that the Veterans receive necessary laboratory services as ordered by their attending physician or nurse practitioner.

Work Details

The selected vendor will be responsible for providing comprehensive medical laboratory services which include: 1. Collection of samples and pick-up of specimens as ordered by attending physicians/nurse practitioners. 2. Submission of test results to BGVC through integration with the PointClickCare (PCC) electronic medical record platform. 3. Compliance with all federal and state laws governing laboratory services and notification to BGVC regarding any policy changes affecting these services. 4. Provision of cumulative laboratory reports when available. 5. Orientation in-services for BGVC staff on proper specimen collection and handling procedures. 6. Ensuring all personnel have mandatory background checks as required by OBRA regulations. 7. Billing for tests under Medicare Part B or private insurance; BGVC will not be billed directly for services rendered to Veterans covered by these programs. 8. A schedule for phlebotomy services and specimen pick-up, including availability seven days a week.

Period of Performance

The contract is anticipated to commence on July 1, 2026, and continue through June 30, 2028, with options for renewal for up to two additional two-year periods.

Place of Performance

All services will be performed at the Bowling Green Veterans Center located at 1111 Veterans Way, Bowling Green, KY 42101.

Bidder Requirements

Bidders must possess a current/active CLIA Laboratory Certification and licensure from the State of Kentucky. They must also maintain liability insurance, workers' compensation insurance, and automobile liability insurance with specified minimum coverage limits. Additionally, bidders must demonstrate their ability to integrate/interface with the PCC software system.
